According to the Al-Watan Daily: "The Ministry of Social Affairs and Labor has issued a decree banning workers from working outdoors from noon to 4pm. The decision will be in effect from June 1 to 31 August. International organizations had previously criticized Kuwait on allowing laborers to toil in the hot summer sun, prompting the ministry to pass a decree to this effect. Fahad Al-Nowaiem, the Work Administration Director said that this ministerial decree is compatible with the labor law which allows the Minister of Social Affairs and Labor to issue a decision to reduce the number of working hours considering the nature of the work undertaken. Working hours will be rescheduled in such a way that projects under construction are delayed."
